| In 1999, Virginia enacted legislation designed to create a competitive retail market for electric energy. Under such the state plan, electric customers would have a choice of where to purchase the energy component for their service, either from their incumbent utility or from any Competitive Service Provider (CSP).
Despite these plans to deregulate, a competitive retail market never developed and the General Assembly has since revised the plan to move to customer choice. One of the requirements of the deregulation plan was that each utility would provide an energy "price to compare" , which is the actual charge that a customer would pay for energy. CVEC has very low and level energy rates.
